Google has made ADB and fastboot available as a standalone package, meaning users no longer need to download them with Android Studio or the Android SDK.

Thanks to the work of two Googlers, there are now direct links to the approximately 3.5MB platform-tools folder that includes adb, fastboot, and several other utilities.

Google has started hosting platform tools downloads without the other stuff that are a mere 3.5MB. You can get the platform tools for Windows, Linux, or Mac direct from Google's servers.
